This particular piece is a short-sleeve version with a lot of character, likely boldly customized by its original owner. Its most distinctive feature is, without a doubt, the sleeves, which have been casually cut off.
It hasn’t been neatly re-tailored into a short-sleeved shirt; the cuffs are left raw. Threads dangle, and the cuts on both sides retain a rough, unfinished look. Furthermore, tears and damage are visible throughout the body, giving it an appearance that suggests it was altered and worn as-is during its original use—rather than being modified later for fashion purposes.
